CA ESD Introduction

The second Concerted Action for the Energy Services Directive (CA ESD) was launched by Intelligent Energy Europe (IEE) in May 2011 to provide a structured framework for the exchange of information between the 27 Member States plus Norway and Croatia during their implementation of the Energy Services Directive (ESD). It a continuation of the first CA ESD which lasted 3 years and ended in June 2011. It builds upon the strong European network the wealth of information gathered and the lessons learned under the first Concerted Action.

The objectives of the CA ESD are to:

  • Enhance and structure the sharing of information and experiences from national implementation whilst promoting good practice concepts in activities to improve and strengthen Member State implementation of the ESD.
  • Create favourable conditions for an accelerated degree of convergence of national procedures in ESD related matters.
  • Complement the work of the Energy Demand Management Committee (EDMC, Article 16 ESD)

The work of the CA ESD is structured around six Core Themes covering the key requirements of the ESD:

  1. National Energy Efficiency Action Plans as a policy tool
  2.  Measuring impacts of energy efficiency policies and measures
  3. Public Sector: national, regional and local initiatives
  4. Energy companies and energy services
  5. Funds and financing for energy efficiency
  6. Informing and advising final customers

The work carried out within the CA ESD will be organised around a series of 6 two-day Plenary Meetings spread over the three-year duration of the programme. Each Plenary Meeting will involve a number of parallel sessions focusing on specific subtopics within the 6 Core Themes.

Working Groups, comprising 2-3 participants from different Member States, will be set up for each subtopic. New Working Groups will be formed for each Plenary Meeting. The Working Group members will be responsible for planning and delivering the work required up to and during each Plenary Meeting for their specific subtopic. Each Working Group is expected to produce a final report after their Plenary Meeting.
